Schedules xylazine as a Schedule III controlled substance under the Illinois Controlled Substances Act

Establishes criminal penalties for knowingly manufacturing, delivering, or possessing with intent to manufacture or deliver xylazine, with sentences ranging from 6-60 years depending on quantity (15 grams to 900+ grams)

Creates a Class 1 felony for possession of 1-15 grams of xylazine with intent to deliver, with fines up to $250,000

Exempts licensed veterinarians from xylazine delivery and possession prohibitions when prescribing, dispensing, or administering the substance in the course of professional practice in accordance with accepted medical standards

Applies the same tiered penalty structure to xylazine as currently exists for fentanyl, including enhanced sentencing when xylazine is found in combination with other controlled substances
