Expands the Advisory Council on the Education of Children with Disabilities from 27 to 28 members, increasing ex-officio voting members from 4 to 5

Adds the Secretary of Early Childhood (or designee) as a new ex-officio voting member of the Council

Council retains existing responsibilities including advising the Governor, General Assembly, and State Board of Education on special education policy, unmet needs, and regulations for children with disabilities

Other ex-officio members remain unchanged: Secretary of Human Services, Director of Children and Family Services, Director of Corrections, and Director of Special Education for Chicago Public Schools

Takes effect immediately upon becoming law
