Creates the Illinois Developmental Disabilities Services Scratch-Off Fund to support Independent Service Coordination agencies that provide developmental disabilities services

Requires the Department of the Lottery to offer a special instant scratch-off game for developmental disabilities services when another scratch-off game is discontinued under Section 21.4

The new scratch-off game must operate for 5 years after commencing, with net revenue (ticket sales minus prizes and administrative costs) deposited into the new fund

Department of Human Services will administer the fund and distribute all deposited moneys as grants to Independent Service Coordination agencies

Takes effect immediately upon becoming law
