Amends the Illinois Pesticide Act to split the existing "licensed operator" category into two new categories: "licensed large-scale operator" for those using boom sprayers, tractor-mounted equipment, or other large-scale application equipment, and "licensed small-scale operator" for those using smaller equipment

Requires the Director of Agriculture to develop and administer separate certification tests for large-scale and small-scale operators, with each test based on rules and regulations specific to that operator category

Licensed operators of both types must work under the direction of a licensed commercial applicator or licensed commercial not-for-hire applicator when applying pesticides to others' property

Updates the unlawful acts section to reflect the new operator classifications, making it a violation to use or supervise pesticide use without qualifying as a certified applicator, licensed small-scale operator, or licensed large-scale operator
