Expands the definition of "patient" under the Medical Patient Rights Act to explicitly include inpatients, outpatients, and individuals receiving medical services in their residence for health and well-being support

Establishes new patient rights including the right to be treated with courtesy and respect, have human and civil rights maintained, and receive timely accommodation of basic needs (water, food, medication, toileting, personal hygiene) per federal regulations (42 CFR 483.10)

Requires patients' medical directives be reviewed with healthcare providers before any procedures are scheduled or decisions are made, and guarantees continuity and coordination of care across all disciplines serving the patient

Mandates that patients receive information about their coordinating physician's specialty and contact information, facility administrators, outside advocates, interpreters, and legal services, as well as identity of outside providers upon request

Strengthens privacy protections by allowing patients to opt out of health information exchange sharing either digitally or in writing, and prohibits denial of care for opting out; requires written informed consent for research or experimental procedures with documentation of both consent and refusal in care records
