Authorizes the State Superintendent of Education to designate regional offices of education or intermediate service centers as "learning partners" to provide services to schools identified for improvement under the statewide accountability system, including those classified as Targeted, Comprehensive, or Intensive

Grants the State Superintendent sole discretion to revoke a regional office's or intermediate service center's learning partner designation at any time

Exempts individuals seeking short-term approval for school support personnel positions from the requirement to pass a content area knowledge test before receiving the short-term approval

Amends the School Code Sections 3-14.9 (relating to regional superintendents' duties to improve schools) and 21B-30 (relating to educator testing requirements)
