Renames the "Emergency Medical Disaster Plan" to the "Public Health and Emergency Medical Plan" within the Emergency Medical Services (EMS) Systems Act

Requires the Illinois Department of Public Health to develop and implement the plan to help EMS personnel and health care facilities collaborate during emergencies when local medical resources are overwhelmed

Authorizes the Department to designate lead hospitals in each EMS region and foster creation of volunteer medical response teams for deployment during capacity crises

Covers situations including public health emergencies as defined in the Illinois Emergency Management Agency Act

Requires the Department to collaborate with entities listed in the Department of Public Health Powers and Duties Law when developing the plan
