Amends the Rivers, Lakes, and Streams Act to establish new Department of Natural Resources requirements for construction related to worst-case analysis flood events (100-year frequency floods)

Requires DNR to provide notice of submissions, detailed timeline, specific requirements, and internal review procedures to levee improvement permit applicants within 90 days

Permits water surface profile increases of 0.5 feet for rural construction along navigable waterways and 0.1 feet for urban construction

Limits mitigation analysis requirements to situations where water surface profile increases exceed the thresholds established by an induced head study

Takes effect immediately upon becoming law
