Amends the agriculture education teacher grant program to require that teachers receiving grants for 60 additional days (400 hours) of work outside regular duties must receive 100% of the compensation for those additional days, while school districts can apply for grants covering up to 50% of personal services costs

Updates high school graduation requirements beginning with the 2024-2025 school year to replace "vocational education" with "career and technical education" as an elective option that can fulfill the one-year arts/language/CTE requirement

Maintains existing graduation requirements including four years of language arts, three years of mathematics (including Algebra I and geometry content), two years of laboratory science, two years of social studies with civics, and one year of computer literacy instruction

Beginning with the 2028-2029 school year, requires two years of foreign language courses (which may include American Sign Language) as a new graduation prerequisite, with the option of a third year to satisfy elective requirements

Exempts students with disabilities whose course of study is determined by an individualized education program from these graduation requirements
