Establishes the Illinois Freedom Trails Commission to research and commemorate the Underground Railroad and journeys of freedom seekers through Illinois, with 11 members appointed by the Governor serving 4-year terms without compensation

Requires the Commission to create a public website with educational materials including maps of Underground Railroad routes, a database of freedom seekers, biographical dictionary of key figures, and a calendar of related events statewide

Directs the Commission to work with the State Board of Education to develop educational programs for public schools covering African American history, slavery, and the Underground Railroad, with resources for Black History Month

Authorizes a grant program (subject to appropriation) to fund research on Underground Railroad sites, heritage tourism development, and a cemetery marker program for Underground Railroad conductors

Commission must submit annual reports to the Governor and General Assembly beginning July 1, 2026; the Act repeals on January 1, 2037
