Authorizes municipalities and counties to impose fees on interstate and intrastate carriers that transport goods for retail sale and receive property directly from intermodal facilities (excluding airports) located within their jurisdiction, effective January 1, 2026

Establishes a tiered fee structure based on gross vehicle weight, ranging from $0.50 for vehicles 12,000 pounds or less up to $8.00 for vehicles over 80,001 pounds, charged each time a commercial motor vehicle picks up cargo from an intermodal facility

Requires carriers to file monthly returns with the Department of Revenue, with quarterly filing permitted for those with average monthly liability under $100 and annual filing for those under $20

Allocates 95% of fee proceeds to the Cargo Transportation Fee Fund for road projects on trucking routes within 5 miles of intermodal facilities in the collecting municipality or county, prioritizing projects based on roadway damage severity

Deposits 5% of proceeds into the Motor Carrier Safety Inspection Fund for Illinois State Police motor carrier safety enforcement within 20 miles of intermodal facilities
