Establishes a continuing annual appropriation of up to $5,000,000 from the General Revenue Fund to the Illinois Environmental Protection Agency to address emerging drinking water contaminants

Creates a funding floor mechanism that automatically appropriates the difference if the Agency receives less than $5 million for this purpose in any fiscal year

Adds new Section 19.12 to the Environmental Protection Act specifically for addressing risks to public health and safety from contaminants threatening state drinking water supplies
