Expands the Secretary of State's authority to maintain petty cash funds exceeding $1,000 for making change at any Secretary of State Motor Vehicle Facility, rather than limiting this to specific named facilities in Chicago, Springfield, Champaign, Decatur, Marion, Naperville, Peoria, Rockford, Granite City, Quincy, and Carbondale

Allows petty cash funds maintained at Department of Revenue Facilities and Secretary of State Motor Vehicle Facilities to be retained on the premises rather than requiring amounts over $100 to be kept in insured bank accounts

Removes the previous statutory list of specific motor vehicle facility locations that were individually authorized for higher petty cash limits

Takes effect immediately upon becoming law
