Amends the Lobbyist Registration Act to impose a 5-year lobbying ban on any person convicted of a felony related to, arising from, or connected with activities regulated by the Act

The existing 3-year lobbying prohibition for violations of the Act remains in place for non-felony convictions

Fines of up to $10,000 per violation may be imposed for violations of the Act, with each day a report or registration is late counting as a separate violation

Fines collected are deposited into the Lobbyist Registration Administration Fund, used by the Secretary of State's office to implement and administer the Act

Takes effect immediately upon becoming law
