Amends the School Code to add payments to "electrification-as-a-service contractors" as an allowable reimbursable cost for school districts transporting pupils, including contractors providing electric school buses, charging infrastructure, equipment, or daily charge management services

Establishes a new depreciation allowance of 8.33% over 12 years for electric school buses and vehicles used for pupil transportation, compared to the existing 20% over 5 years for conventional school buses

Applies to transportation reimbursement claims for regular, vocational, and special education pupil transportation programs
