IL SB1665

Amends the Freedom of Information Act to add a new exemption category (f-1) for studies, drafts, notes, recommendations, memoranda, and other records containing opinions or policy formulations

Creates an exception to this exemption: records lose their exempt status if they have remained in draft form for more than 12 months AND public dollars were spent by a unit of local government to conduct the study

Targets transparency of taxpayer-funded studies at the local government level by requiring disclosure of long-standing draft documents that used public funds

Maintains the existing exemption (f) for preliminary drafts and internal deliberative documents that are not publicly cited by the head of a public body
