Establishes a "Green Alert" system within the Endangered Missing Person Advisory to rapidly disseminate information when a veteran, active service member, Illinois National Guard member, or reservist is missing or believed to be at risk of harming themselves or others

Requires Illinois State Police to establish a Green Alert Task Force within 90 days of the law's effective date, with representatives from 19 agencies and organizations including the Department of Veterans Affairs, Law Enforcement Training Standards Board, and veteran assistance organizations

Mandates completion of the Green Alert Awareness Program and toolkit by July 1, 2027, with community outreach to law enforcement, healthcare facilities, and veterans' homes to begin by January 1, 2027

Requires the Illinois Law Enforcement Training Standards Board to adopt written protocols and guidelines for handling missing veterans cases by July 1, 2026, and conduct training for local law enforcement personnel

Designates the Child Safety Coordinator to also serve as Green Alert Program Coordinator and requires the Task Force to meet at least twice yearly and submit annual reports to the General Assembly and Governor by June 30
