Amends the Illinois Code of Military Justice to update and reorganize the list of military offenses, adding new offense categories including breach of medical quarantine, prohibited activities with military recruits by persons in positions of special trust, offenses concerning government computers, and retaliation

Removes gendered language from Article 133, changing "conduct unbecoming an officer and a gentleman" to "conduct unbecoming an officer"

Adds several new offense articles including resistance/flight/breach of arrest/escape, communicating threats, parole violation, frauds against the government, and wrongful interference with adverse administrative proceedings

Renumbers and reorganizes existing offense articles, moving provisions like malingering, misconduct as prisoner, and aiding the enemy to different article numbers for consistency with federal military justice code structure

Takes effect immediately upon becoming law
