Landowners affected by carbon dioxide pipeline construction are entitled to reasonable compensation for damages including crop losses, property damage, and harm to livestock, fences, roads, and structures

Compensation must cover restoration of surface land and soil conservation practices to pre-construction conditions, with the Department of Agriculture authorized to halt construction if wet soil conditions risk erosion, rutting, or compaction

Pipeline operators must immediately repair damaged subsurface drainage tiles with active water flow and compensate landowners to permanently restore drainage systems

Payment for undisputed damages must be made within 60 days of completing construction activities; landowners who prevail in court disputes can recover attorney's fees and costs

Nonconsenting pore space owners in carbon sequestration projects must receive just compensation no less than the average total payment package provided to similarly situated consenting owners for the same project, excluding pre-injection signing bonuses
