Expands the Chicago Police Pension Fund board of trustees from 8 members to 9 members

Increases elected police officer positions on the board from 3 to 4, with the new composition requiring: at least one lieutenant, one sergeant, and two members at the rank of investigator or below (previously only one at investigator rank or below)

Removes eligibility for ranks superior to lieutenant to serve in the lieutenant position on the board

Requires newly created elected board positions to be filled using the same process as vacant positions under Section 5-180

Maintains 4 mayoral appointees and one annuitant member on the board, with 3-year terms for all members
