Requires all Illinois retirement systems and pension funds to indemnify and protect trustees, staff, and consultants against damage claims and lawsuits for negligent or wrongful acts committed within the scope of employment, changing the current permissive "may" to mandatory "shall"

Maintains the existing exception that indemnification does not cover willful misconduct or gross negligence

Preserves authority for pension boards to purchase liability insurance from state-licensed companies to cover potential losses from damage claims

Amends the State Mandates Act to exempt this requirement from state reimbursement obligations to local governments
