Removes the current prohibition on prescribing psychologists from prescribing medications to patients under 17 years of age or over 65 years of age

Prohibits prescribing psychologists from prescribing any Schedule II opioids, while expanding their authority to prescribe nonnarcotic, nonopioid Schedule II through V controlled substances (previously limited to Schedule III through V)

Adds a definition of "opioid" to the Clinical Psychologist Licensing Act, specifying narcotic drugs or substances that are Schedule II controlled substances under the Illinois Controlled Substances Act

Requires the Department of Healthcare and Family Services to provide Medicaid coverage and reimbursement for prescription management services provided by prescribing psychologists

Takes effect immediately upon becoming law
