Health benefit plans amended, delivered, issued, or renewed on or after January 1, 2026 are prohibited from requiring enrollees to obtain clinician-administered drugs from a pharmacy selected by the insurer or pharmacy benefit manager

Insurers and pharmacy benefit managers cannot steer patients through financial incentives, impose higher cost-sharing, or deny coverage for clinician-administered drugs obtained from the administering provider or a non-designated pharmacy

Plans cannot require home infusion or specific sites of service for clinician-administered drugs, nor include site of service in prior authorization or medical necessity criteria

Clinician-administered drugs must comply with federal Drug Supply Chain Security Act requirements for supply chain security and chain of distribution

The requirements apply to state employee group insurance, county and municipal self-insured plans, school district health coverage, health maintenance organizations, and voluntary health services plans
