Reorganizes and consolidates Illinois State Police officer training requirements into three categories: specialized training, in-service training (with annual, triennial, and every-5-year requirements), and cadet training covering over 40 specific topics including firearms, use of force, de-escalation, cultural diversity, sexual assault response, and mental health awareness

Authorizes the Illinois State Police to receive revenue, grants, donations, and real and personal property from any legal source, and establishes a State Missing Persons Clearinghouse as a resource for missing children response

Updates terminology throughout the Illinois State Police Law, replacing "State police officers" with "Illinois State Police officers," "Division of State Troopers" with "Division of Patrol," and "SWORD" database references with "LEADS" (Law Enforcement Agencies Data System)

Requires the Governor to designate the chair of the Illinois Forensic Science Commission for 2-year terms beginning January 1, 2026, and changes quarterly juvenile records reporting from a legislative submission requirement to website publication

Takes effect January 1, 2026
