Prohibits employers from knowingly offering employment, compensation, or fees for services to individuals who are barred from accepting such offers under the State's revolving door restrictions

Grants the Executive Ethics Commission jurisdiction over employers who violate this prohibition by making offers to former executive branch officials and employees

Grants the Legislative Ethics Commission jurisdiction over employers who violate this prohibition by making offers to former legislative branch members and employees

Authorizes ethics commissions to impose administrative fines of up to 3 times the total annual compensation that was offered in violation of the revolving door provisions
