Renames the Veteran Service Organizations State Charter Act to the "Veteran Service Organizations Equal Act" and replaces "state charter status" terminology with "veteran service organization status" throughout

Lowers the expenditure requirement for qualifying organizations from a majority (over 50%) to 20% of expenses reflecting support for veterans

Simplifies the attestation requirement for applications by requiring only the Commander, President, or chief executive officer to sign, rather than all officers of the organization

Prohibits persons providing veteran or military benefits services from receiving compensation for referrals, guaranteeing specific benefit outcomes, using international call centers for processing veterans' personal information, or using veterans' personal login credentials to access their records

Caps compensation for initial claims assistance at 5 times the monthly increase in benefits awarded, prohibits upfront or nonrefundable fees on initial claims, and requires background checks for anyone accessing veterans' medical or financial information
