Amends the Counties Code and Illinois Municipal Code to remove the requirement for "preliminary design plans" in design-build project requests for proposals, while retaining requirements for criteria, general budget parameters, schedule, and delivery requirements

Clarifies that design-build entities cannot be disqualified solely because they were previously awarded projects under state public procurement statutes

Allows counties and municipalities to proceed with Phase II evaluation of a single respondent if only one response is received in Phase I, provided the local government finds it in their best interest

Requires design-build proposals to disclose the role of a licensed design professional during contract administration, while explicitly permitting local governments to engage such professionals if beneficial to the project

Authorizes fire protection districts to use design-build contracting methods for construction projects, provided a competitive selection process is used for choosing the design-builder
