Contractors and businesses that store, maintain, or purchase criminal justice data from Illinois state agencies or local governments must certify under penalty of perjury that they will not share that data with U.S. Immigration and Customs Enforcement (ICE) or for civil immigration enforcement purposes

Creates two new acts: the Privacy of Criminal Justice Data Act and the Criminal Justice Information Sharing Act, both establishing restrictions on sharing criminal justice information with federal immigration authorities

Criminal justice data covered includes arrest records, detention information, indictments, trial records, sentencing information, and other formal events in the criminal justice system as defined in the Criminal Identification Act

Civil immigration warrants explicitly defined to include ICE administrative forms (I-200, I-203, I-205, I-286) and entries in the FBI's National Crime Information Center "Immigration Violator File," but excludes criminal warrants issued by Article III judges

All state and local government contracts for criminal justice information storage, maintenance, or purchase must include a certification provision prohibiting sharing with ICE or for civil immigration enforcement
