Creates the Climate Displacement Task Force to plan for climate-driven displacement in Illinois, addressing both incoming migration from other states/countries and internal relocation of Illinois residents due to extreme weather events and rising water levels

Requires the Task Force to submit two reports to the General Assembly: the first by June 30, 2026 analyzing projected climate displacement in the U.S. and neighboring countries, and the second by June 30, 2027 providing a needs assessment for infrastructure and systems development through 2050

Establishes a 17+ member Task Force including 4 General Assembly members, representatives from state agencies (EPA, Public Health, Human Services, Transportation, Emergency Management, Insurance, Commerce Commission), and appointees from labor, housing, immigrant rights, environmental justice organizations, and academic institutions

Task Force members must be appointed within 90 days of the Act's effective date and must meet at least once monthly; members serve without compensation

The Task Force dissolves and the Act is repealed on December 31, 2028
