Allows the Department of Central Management Services to accept relevant work experience as equivalent to a college degree requirement for state employment positions when deemed appropriate

Exempts positions that require a license, certificate, or registration under state or federal law or administrative rules from this work experience substitution provision

Amends the Personnel Code to expand hiring flexibility for Jurisdiction B merit-based state positions

Takes effect immediately upon becoming law
