Increases the widow's annuity for surviving spouses of Chicago police officers and firefighters from 50% to 66 2/3% of the deceased member's retirement annuity

Applies to widows of police officers who retired on or after January 1, 1986 and died while receiving retirement benefits, or who died while active with at least 1.5 years of service after December 31, 1985

Applies to widows of firefighters who died on or after June 30, 1984 while receiving retirement benefits or while active with at least 1.5 years of service

Amends the State Mandates Act to exempt this legislation from state reimbursement requirements, meaning the City of Chicago pension funds must absorb the increased costs
