IL SB1905

Modifies vacancy procedures for regional superintendent of schools positions in non-home rule counties by requiring that vacancies occur at least 130 days before the next general election (in addition to having more than 28 months remaining in the term) for the position to be filled by election rather than appointment for the remainder of the term

Extends the filing period for nomination papers when a vacancy occurs during the regular filing window, changing the deadline from 91-85 days before the primary to 120-113 days before the primary

Applies only to educational service regions not located in home rule counties; vacancies in home rule counties with populations under 2,000,000 are filled by the county board

Maintains existing requirements that appointees must belong to the same political party as their predecessor and must possess qualifications certified by the State Superintendent of Education
