Amends the Preventing Sexual Violence in Higher Education Act to change the sexual misconduct climate survey requirement from annual to biennial (every two years) for all Illinois higher education institutions

Adds the Executive Director of the Illinois Community College Board as a required approver of the base survey questions alongside the Board of Higher Education Executive Director

Restructures the Task Force on Campus Sexual Misconduct Climate Surveys membership by shifting appointment authority for student and institutional representatives from the Governor to the Board of Higher Education and Illinois Community College Board

Requires survey design to consider survey length, respondent experience, minimization of question redundancy, and question skip logic based on respondent answers

Eliminates the civil penalty provision that previously allowed fines up to $50,000 for institutions violating survey requirements
