Prohibits selling essential goods and services at "unconscionably high" prices for 45 days after a disaster declared by the President or Governor, or during any extended disaster period

Covers consumer food items, emergency supplies (water, flashlights, batteries, blankets), medical supplies, building materials, housing, lodging, transportation, storage, and repair services in designated disaster areas

Establishes a rebuttable presumption that a price increase of 20% or more constitutes price gouging if not attributable to increased supplier costs or additional labor/material expenses

Provides exceptions for price increases directly caused by higher supplier costs, increased labor or material expenses, or returning items to their normal (non-sale) price

Exempts petroleum products from the price gouging restrictions
