Creates the Office of Mobile and Manufactured Home Ombudsperson within the Department of Public Health to assist residents and owners of mobile home parks with disputes and provide educational resources

Requires the Ombudsperson to offer training, educational materials, and courses on mobile home park operation, management, and applicable laws beginning July 1, 2026

Mandates that mobile home parks adopt a written complaint resolution policy by July 1, 2026, including a sample complaint form, delivery process, and requirement for written final decisions within 180 days

Establishes a voluntary dispute resolution process where residents or owners can request Ombudsperson assistance after receiving a final adverse decision from park management, provided no court cases or arbitration are pending

Requires the Department to submit annual reports to the General Assembly starting July 1, 2027, detailing workload data, training activities, and analysis of common concerns in mobile home parks
