Removes all exceptions to the prohibition on prone restraint, making it completely banned alongside mechanical and chemical restraints in Illinois schools

Establishes a formal complaint process allowing parents or guardians to file written complaints with the State Board of Education alleging inappropriate use of restraint or time out, with required investigations and appealable decisions to the State Superintendent

Requires staff implementing these interventions to complete training at least once every 2 years in sessions of at least 6 hours, following the district's adopted non-violent intervention system

Mandates the State Board of Education convene stakeholders annually to review restraint and time out data, reduction strategies, alternative behavioral interventions, and professional development needs
