Separates gray fox from other furbearers in the Wildlife Code, making the hunting and trapping season discretionary ("may" instead of "will" be set annually) between November 1 and February 15

Authorizes the Director of Natural Resources to set, lengthen, shorten, or close the gray fox season by administrative rule when the species' biological balance is affected

Allows the Director to set, lessen, or increase daily bag limits and possession limits for gray fox through administrative rulemaking

Grants the Department of Natural Resources emergency rulemaking authority to implement these changes, with the emergency rulemaking provision automatically repealing one year after the Act takes effect

Takes effect immediately upon becoming law
