IL SB1954

Authorizes Sangamon County to establish a recall process for countywide elected officials through a referendum at the 2026 general election, if the county board adopts a resolution calling for the referendum before that election

Requires recall petitions to be signed by at least 15% of voters who cast ballots for Governor in the preceding gubernatorial election, with signatures collected within 150 days of filing a notice of intent with the State Board of Elections

Prohibits recall petition filings during the first 6 months or last 6 months of an official's term of office

Mandates a special election within 100 days of petition certification, with the official immediately removed if a majority votes for recall; only one recall attempt is permitted per term

Contains a sunset provision repealing the entire division on January 1, 2027
