Requires each public institution of higher education to submit annual reports to the Board of Higher Education by May 1, starting in 2026, documenting courses for which transfer students from other state institutions were not granted academic credit

Reports must cover two scenarios: courses denied any academic credit at the receiving institution, and courses not counted toward a declared major for students who have not changed majors

Institutions must include specific details in reports: course name and type, program/school/major information, credit units, the originating institution, and the reason credit was denied

Board of Higher Education must compile the data and deliver a consolidated report to the Governor and General Assembly by October 1, 2026 and annually thereafter

Amends the Illinois Articulation Initiative Act by adding new Section 35 (Transfer Credit Report)
