Department of Commerce and Economic Opportunity (DCEO) must advance 50% of the prior year's grant amount to certified tourism and convention bureaus starting in Fiscal Year 2026 and each year thereafter

Vouchers for advanced grant payments must be submitted to the Comptroller by July 31 of each fiscal year

Grant funding advances are contingent on sufficient appropriation by the General Assembly and apply only to bureaus that received grants in the prior fiscal year

DCEO is authorized to adopt emergency rules to expedite implementation of the advance payment program

Emergency rulemaking authority automatically repeals one year after the Act takes effect
