Expands where public health dental hygienists can provide services by removing the requirement that they operate only in designated "public health settings" (previously limited to federally qualified health centers, Head Start, WIC facilities, prisons, long-term care facilities, etc.)

Allows public health dental hygienists to provide care in any setting outside of a private dental office under a supervision agreement with a qualifying dentist

Requires the supervising dentist to work in or contract with a local or State government agency/institution, or provide services as part of a certified school-based program or school-based oral health program

Maintains existing qualifications for public health dental hygienists: valid Illinois license, 2 years full-time clinical experience (or 4,000 hours), and at least 42 hours of additional coursework in public health dentistry

Deletes the statutory definition of "public health setting" from the Illinois Dental Practice Act
