Amends the School Code to remove the requirement that local gifted and talented education programs must comply with State Board of Education requirements by September 1, 2006 to qualify for state funding

Eliminates the state approval and funding application process for local gifted education programs, giving school districts more flexibility to design programs based on community needs without state funding prerequisites

Removes the requirement that gifted programs prioritize language arts and mathematics, making that provision blank in the statute

Removes the State Board of Education staff person's duty to develop an approval process for gifted education programs, while retaining responsibilities for maintaining program descriptions, collecting learning data, identifying funding sources, and serving as contact person for stakeholders

Maintains optional program elements including equitable assessment instruments, multiple pathways for identification, fair appeal processes, parent notification procedures, and professional development for teachers serving gifted students
