Expands the College Campus Press Act to include "public media produced at a State-sponsored institution of higher learning," defined as media created by publicly funded entities that have agreements with state universities to use institutional resources for production or distribution

Designates public media produced at state institutions of higher learning as a public forum for expression by employees, journalists, and editors, prohibiting prior review by public officials

Extends legal standing to bring civil actions for violations to employees and agents of entities creating public media at state institutions, in addition to students and collegiate media advisors

Clarifies that expression made by employees or agents of public media entities at state institutions is not campus policy nor speech attributable to the institution

Grants state institutions immunity from lawsuits arising from expression made in public media produced at the institution, except for the institution's own expression
