IL SB1989

Expands the Kaskaskia Regional Port District to include additional St. Clair County townships (Canteen, Centerville, East St. Louis, Stites, and Sugar Loaf)

Transfers all duties, authorities, operations, assets, properties, and responsibilities of the Southwest Regional Port District to the Kaskaskia Regional Port District by December 1, 2025, and repeals the Southwest Regional Port District Act

Restructures the 15-member Kaskaskia Regional Port District Board to require 8 members from St. Clair County, 4 from Randolph County, and 3 from Monroe County, with all existing member terms expiring upon the Act taking effect

Removes the Port District's authority to operate aquariums, museums, planetariums, and climatrons, as well as water and sewage utility systems

Updates bond provisions to reference the Bond Authorization Act and removes outdated language regarding initial board member appointments from the 1960s
