Modifies the advisory committee overseeing the Residential Sound Insulation Program (for aircraft noise mitigation near Chicago Midway Airport) so that the Department of Transportation employee member only casts votes when breaking a tie

Mandates that all crash reports be submitted electronically to the Department of Transportation Administrator using an approved electronic format, eliminating the option to use paper forms (effective January 1, 2027)

Sections 5 (life-cycle cost analysis) and Section 10 (advisory committee voting) take effect immediately upon becoming law, while Section 15 (electronic crash reports) takes effect January 1, 2027
