Consolidates multiple Illinois State Police special funds into two primary funds: the State Police Operations Assistance Fund and the State Police Law Enforcement Administration Fund, dissolving approximately 8 separate funds including the Drug Traffic Prevention Fund, LEADS Maintenance Fund, Money Laundering Asset Recovery Fund, Scott's Law Fund, and Offender Registration Fund

Transfers remaining balances from dissolved funds to the consolidated funds upon the effective date, with the State Comptroller directing and State Treasurer executing the transfers; dissolved fund sections are repealed on January 1, 2027

Merges the State Police Firearm Enforcement Fund into the State Police Firearm Services Fund, expanding the Services Fund to cover firearm offense enforcement under Article 24 of the Criminal Code, task force establishment, officer hiring and training, and violent crime prevention

Increases the Firearm Owner's Identification Card fee allocation to $10 (previously split $5/$5 between two funds) to be deposited entirely into the State Police Firearm Services Fund

Redirects fee and fine revenues previously designated for the dissolved funds to the appropriate consolidated funds, including sex offender registration fees, Scott's Law violation fines, drug offense assessments, and whistleblower reward distributions; takes effect September 1, 2026
