Amends the Grocery Initiative Act to add new definitions for "independently owned" grocery stores and "local ownership"

Defines "independently owned" in municipalities under 1,000,000 population as owning no more than 4 grocery stores in Illinois with no more than 500 employees

Defines "independently owned" in municipalities of 1,000,000 or more (Chicago) as owning no more than 10 grocery stores with no more than 1,500 employees

Defines "local ownership" as having primary ownership located within the State of Illinois

These new definitions apply to the existing Grocery Initiative Act framework, which provides support for grocery stores in designated food deserts
