Amends the Boat Registration and Safety Act to remove the exemption that previously allowed persons using only an electric motor to propel a motorboat to operate without a Boating Safety Certificate

Persons born on or after January 1, 1998 who operate motorboats with over 10 horsepower must have a valid Boating Safety Certificate, with this change now applying to electric motor operators as well

The existing exemptions remain in place for Coast Guard license holders, government employees on duty, non-residents for up to 90 days, commercial fishermen, Navy surface warfare personnel, and participants in sanctioned boat racing events

Licensed boat liveries must continue to offer abbreviated safety instruction to renters who lack certification, allowing them to operate rented motorboats for up to one year from the date of instruction
