Increases the minimum line-of-duty disability pension for downstate police officers from $400 per month to $40,000 per year beginning July 1, 2025, applying retroactively to disabilities or deaths that occurred before that date

Establishes a minimum line-of-duty disability pension of $40,000 per year for downstate firefighters beginning July 1, 2025, regardless of when the disability or death occurred

Removes eligibility requirements for the 3% annual pension increase for disabled police officers, including the requirement that recipients not earn income from gainful employment, have at least 7 years of active duty service, and have combined service and disability time totaling 20 years

Annual pension increases will now cease only if the disabled police officer earns income from gainful employment, rather than being barred from receiving increases entirely if employed

Amends the State Mandates Act to exempt this legislation from state reimbursement requirements, meaning local pension funds must absorb the costs without state funding
