Authorizes the Secretary of State to suspend tow truck registrations when owners fail to pay fines or penalties issued by the Illinois Commerce Commission, effective July 1, 2026

Requires commercial vehicle safety relocator registration applications to disclose any unpaid fines, penalties, or judgments owed by the applicant, officers, employees, or affiliated entities with common beneficial owners

Exempts certain personal property from towing liens, including child car seats, eyeglasses, medicine, medical devices, cash, credit cards, wallets, identification documents, and higher education textbooks, allowing vehicle owners or family members to reclaim these items

Grants Commission police authority to seize and impound tow trucks operating without valid registration certificates or when owners have past due fines, with a $1,000 administrative fine for violations

Establishes requirements for safety relocators to maintain registered business and storage locations they own or lease, designate a registered agent for service of process, and face penalties up to $1,000 per violation with each day of continuing violation counted separately
